Because you've set it that way. It's in a preference somewhere... let me go see where... looking, looking looking...
Log into your blog and you get to what is called the "Dashboard" page. In the first box where it says "Manage Your Blogs" click "Settings" (bottom right of this box).
Then click the "Comments" tab (the second row of tabs at the top). The second topic is "Who Can Comment?". This needs to be set on ANYONE. Right now it's probably set to Registered Users or the like.
That should allow for anyone to comment.
